Drugs Sold to External Entities

I. POLICY:
The pharmacy department will sell medication to external parties within the guidelines
established by the UWHC Legal and Internal Audit Departments to ensure compliance with
legal and contractual obligations.

II. PROCEDURE:
A. Sales of pharmaceuticals may only be made after the establishment of an account by the
individual or entity ordering.
B. The establishment of an account will be completed only after an approved application and
billing documents are received by the UWHC Fiscal Affairs Department.
1. Approval of application for a new account will be based upon review by an appropriate
pharmacy manager (the following are primarily responsible).
a. Pharmacy Manager for Business Operations
b. Pharmacy Manager for Pharmaceutical Research Center
C. Accounts will be limited to UW and UWHealth entities and researchers.
1. Other accounts will only be set up for non-UW and non-UWHealth entities based upon
a valid contract signed by an appropriate executive of UWHealth. The appropriate
executive is determined based upon the UWHealth signature authority policy.
D. Accounts will have no markup applied in order to ensure contract compliance for
UWHealth and GPO purchasing agreements.
1. For accounts requiring significant time to process orders and to provide other supply
chain services, a management contract will be established to recoup costs associated
with making sales to the entity in the form of a management.
E. All orders for external entities will be coordinated by the UWHC Pharmacy Purchasing
staff.
1. Retail pharmacies may not sell products to individuals unless part of the process of
filling a prescription or for an over the counter medication sale.
