UW HEALTH CLINICAL POLICY 1
Policy Title: Remote Clinical Practice Utilizing Live Interactive Video Telemedicine
Policy Number: 3.3.7
Category: UW Health
Type: Ambulatory and Inpatient
Effective Date: March 24, 2017

I. PURPOSE

To establish standards for the provision of telemedicine by UW Health staff and providers outside of a UW
Health facility.

II. DEFINITIONS

Telemedicine: a care delivery method using electronic communication technology that links a patient or a
provider and a provider who are not at the same location for consultation and clinical diagnosis. For the
purpose of this policy, telemedicine applies to live, interactive video telemedicine for UW Health staff and
providers only.

Remote Access: Access to UW Health systems from a device that is not itself connected to the internal
network. This includes personal devices that use internal “free” Wi-Fi, which is the same as a public Wi-Fi
connection, and corporate-owned devices when used from home or elsewhere. Refer to UW Health
administrative policy #1.01, Remote Access to Electronic Information systems for more information.

III. POLICY ELEMENTS

A. This policy applies to all UW Health staff and providers with privileges permitted to access UW Health
electronic information systems remotely for purposes of using telemedicine to conduct patient care.
B. UW Health staff and providers will follow the standards outlined in UW Health administrative policy #1.01,
Remote Access to Electronic Information Systems when remotely accessing UW Health systems.
C. Workspaces for telemedicine video care should be secure, private, and reasonably soundproof. The area
should be free from distractions, background noise, and other environmental conditions that may affect the
quality of the encounter.
D. The telemedicine equipment, transmission speed and quality used for telemedicine encounters must be
technically sufficient to support clinical needs and approved by UW Health Information Services.
E. UW Health staff and providers performing telemedicine video care will conform to established procedures for
confidentiality and maintenance of records. All policies and procedures applied to storage and security of
clinical information and patient privacy will apply to telemedicine video care to the same extent as in-person
patient evaluations.
F. UW Health staff and providers using telemedicine should exercise their clinical judgment on a case-by-case
basis to determine whether telemedicine is appropriate to maintain the same standard of care as an in-
person patient evaluation.

IV. PROCEDURE

A. UW Health staff and providers will follow the procedures outlined in UW Health clinical policy #3.3.2, Live
Interactive Video Telemedicine for UW Health to conduct remote telemedicine video care as appropriate.
