Medical Surge/Code White Plan


PE.04.10.01 Facilities & Engineering External Disaster Plan
I. PURPOSE:

To ensure the Facilities & Engineering Department of the University of Wisconsin Hospital and Clinics
is prepared to address the medical needs of victims and associated significant others in the event of a
disaster.

II. POLICY:

The Healthcare Command Center (HCC) is used to manage implementation of this plan. The UWHC
Safety Director is the primary liaison with regional disaster planning bodies, including state and local
government, and ensures that the UWHC Emergency Management Plans are responsive to regional
needs. The UWHC Emergency Management Committee ensures that all hospital departments that
might be involved in responding to a disaster have current and integrated departmental plans. The
UWHC Medical Surge/Code White Plan is tested annually either through drill or implementation in
response to an actual disaster. The Facilities & Engineering Medical Surge/Code White Plan aligns
with UWHC Administrative policy on Medical Surge.

III. PROCEDURE:

A. Initial Departmental Response

1. The Facilities & Engineering Medical Surge/Code White plan is activated
through the announcement of Code White. Do not make any
overhead pages unless requested by the Logistics Chief or
designee.
2. The HCC implementation plan has the following Facilities & Engineering
responders:
ļ‚· Facilities Unit Leader is the Director of Facilities & Engineering or
designee.
ļ‚· This Leaders report to the Logistics Chief, who is the Vice-
President/Facilities or designee. The Logistics Chief can be
reached in the Disaster Command Center, 262-6208.
3. All available Facilities & Engineering employees shall report to the Labor
Pool in J5/130 upon announcement of Code White.
4. Those employees will sign in, fill out a Labor Pool tag and wait for
assignment.
5. After completion of assignment, they will report to the Labor Pool again
and repeat until dismissed.

C. Departmental Plans
1. Using the ā€˜Cā€™ master key, the Duty Mechanic should go to several clinic
tube stations and retrieve 5 pneumatic tubes. Deliver the tubes to
E5/213, Admissions tube station.
2. The duty mechanic should return to the E-West lobby and key the
elevator (#23) to coordinate elevator operation, via radio or elevator
intercom, as needed.
3. If additional manpower is needed, contact the labor pool.

D. Plan Deactivation
1. After the all clear is communicated, departments will then proceed to
deactivate their departmental plan and replace any resources used
during the incident.
2. Departments represented on the UWHC Emergency Management
Committee are expected to complete a written critique of the incident.
