Focus

Some outside activities are exempted from the requirement of asking for prior approval. The requirements for annual reporting are different from the requirements for prior approval, so some activities exempt from prior approval must still be reported on the annual report of outside activities. 

Notwithstanding the following exemptions, if you are a full-time employee of UWHC, state law forbids you to be employed by UW and/or any state agency if the state agency pay exceeds $12,000. Consult with UWHC General Counsel if this restriction may apply to you. 

  1. You do not have to request approval for uncompensated activities for non-profit charitable or political entities, as long as (a) the activities do not occur during assigned hospital working hours and (b) the time commitment does not interfere with performing your duties for the hospital. Thus, for example, you will seldom need to request permission for volunteer work with a church, school, youth athletics, or political campaign. If you anticipate that you will need to ask for time off from hospital work to perform the outside activity, you should request prior approval of the activity. Non-profit entities engaged in research, technology development, or organ or tissue procurement are not considered charitable for purposes of this exemption.
  2. You do not have to request approval for compensated work for entities that do not (i) compete with or (ii) sell products or services to or (iii) purchase products or services from University Hospital and Clinics, as long as (a) the activities do not occur during assigned hospital working hours and (b) the time commitment does not interfere with performing your duties for the hospital.
  3. You do not have to request approval for compensated work for entities that sell products or services to UWHC or purchase products or services from UWHC, as long as:
    1. neither you or an immediate family member have an ownership or leadership position in the entity or receive compensation from the entity that varies with the volume of its business or its profitability; and
    2. neither you or an immediate family member are involved (i) in departments of UWHC that use the products or services of the entity or have other agreements with the entity or (ii) in recommendations or decisions concerning UWHC’s purchase or use of the products or services; and
    3. (i) the activities do not occur during assigned hospital working hours and (ii) the time commitment does not interfere with performing your duties for the hospital.
  4. You do not have to request approval for compensated work for entities that compete with UWHC, as long as:
    1. neither you or an immediate family member have an ownership or leadership position in the entity or receive compensation from the entity that varies with the volume of its business or its profitability; and
    2. neither you or an immediate family member are in (i) a UWHC management position or (ii) a UWHC position that has access to UWHC information concerning competition with the entity;
    3. neither you or an immediate family member are involved (i) in departments of UWHC that use the products or services of the entity or have other agreements with the entity or (ii) in recommendations or decisions concerning UWHC’s purchase or use of the products or services; and
    4. (i) the activities do not occur during assigned hospital working hours and (ii) the time commitment does not interfere with performing your duties for the hospital.
  5. Uncompensated service on boards and committees of the University of Wisconsin, University of Wisconsin Medical Foundation, University Health Care, University of Wisconsin Foundation, or business partners of UWHC is not considered an outside activity by a UWHC employee who is representing UWHC or otherwise acting within the scope of his or her duties for UWHC.
